The problem with kgmailnotifier seems to be fixed. I applied a bunch of
updates and kgmailnotifier works as it should now. I think the updates
on August 8th fixed it, or maybe a day earlier than that.

PS. After further testing, I have noticed that the problem occurs at
every start of kgmailnotifier, not just when the system restarts.
