system monitor processes tab doesn't show any kind of strange
activity, though chromium browser often becomes a zombie process, and
makes everything more jerky.
Anyway, what helped my (partially):
compizconfig-settings-manager:
1. turn of Unity MT grab handles
2. go to Move Windows uncheck
not an issue anymore/

Its notable on slow systems like netbooks on a fast system it does not
look like an issue, though on the very same machine if Unity plugin is
disabled then everything is super smooth.
