I also have this problem under Karmic, with the normal effect preset enabled, i.e. *no* wobbly windows. The following observation might be useful: In CompizConfig Settings Manager, in the Move plugin, if I tick Constrain Y, it unticks itself again after a few seconds. Maybe some process watches

Right, it just got a bit confusing with people having issues with their place plugin being disabled and other things. The wobbly part of this bug is fixed and you also cannot disable the place plugin anymore so both of those things are now fixed in the 0.8.3 git snapshot package currently
