Thanks for your report. In fact it is supposed to do nothing by default,
i.e. if there is no new mail in the mailboxes configured.
Please include a detailed description about your problem including the
mailboxes types you have setup in System / Control Center / Mail
Notification.

Try to run mail-notification -p from a terminal window.
If a crash happens please create a backtrace following the instructions
in https://wiki.ubuntu.com/DebuggingProgramCrash.
