The wifi is default on, if user switches off using fn+f2, then wifi can't be
turned on again with fn+f2.
This problem won't happen with broadcom proprietary driver:

Just test with Tim Chen.
After installing daily-live oneiric-amd64 iso. `rfkill list` shows the correct
value. When Fn+F2 pressed, the value changes correctly.
But after the first rfkill cycle, nm-applet shows Device not ready for
Wireless Networks. `sudo iwlist wlan0 scan` works fine.

nm-applet twice (turn off then on) then wifi works.
