Probably because the relevant version only existed in the archive for
a few hours and therefore never was picked up by your local mirror
when it did

Even mirror problem is ruled out because I even tried central mirror
archive.ubuntu.com.
And as I said the problem remained for daily image for 1st Feb. The problem
vanished sometime after 3rd Feb.

Jigdo files for daily builds (which is fundamentally what milestone
releases are - the archive is still changing under them) never work for
very long. There isn't much to be done about this without fairly massive
infrastructure work (i.e. creating a snapshot archive for every
milestone release).

was released.
