Possibly a downstream patch such as the one you use for the klingon
translation?

Ah I see, I fear glibc won't add it (as they didn't with klingon as far
as I can see though they should respond soon, perhaps i could see if any
of the glibc team have seen my upstream bug post.

I'd much rather see this land upstream first. Experience with previous
Ubuntu-specific locale additions has suggested that it tends to be a
fair amount of work to keep everything merged.
