Public bug reported:

Can't use Help browser in Ubuntu 10.10 at all because after the Help brower 
opens all the links in the help document itself open in the system's default 
www-browser (Chrome) which just shows the xml raw and and complains about some 
missing  style:
"This XML file does not appear to have any style information associated with 
it. The document tree is shown below."
