It's not a common scenario so it's not really going to be fixed. It can
only happen if your system is already hosed, and it would fail in other
ways too.

Verified in Trusty guest, via Trusty host with virtualbox. However, in the
Trusty guest, it has a more drastic issue, in that attempting to switched over
to Ctrl+Alt+F1 ->

Looks like this would need fixed in the xserver patch 190_cache-
xkbcomp_output_for_fast_start_up.patch
It does check for write/open permissions on whatever the configured
output directory is, but if it finds it doesn't have them it defaults to
/tmp. :-P

Interesting find. The failure appears to occur in the keyboard map
compilation since it can't write that to tmp in this case.
