Sorry, I misremembered. I just checked with Otto again, and he said it
was his decision. He would like to improve the algorithm so that it
doesn't wash out icons, he just isn't sure how to do it yet.
It may save time to design the fix for this bug at the same time as bug
827492 (the equivalent
@mpt; please bring this bug up with Otto if you would like to discuss
it.

@John: This is more than an Opinion and it certainly needs re-
consideration of default settings. As it is, the backlight just obscures
the icons. All the contrast that makes an icon recognizable and
aesthetically pleasing is dead. This is blatantly true for icons with a
single dominant color

I mentioned this to Otto Greenslade while discussing bug 834204 (the
Ubuntu Software Center icon). Otto said that he and a couple of the
Unity developers had proposed using a dark or even black background for
launcher tiles, at least for applications that aren't running.

you can erase color background with conpiz config settings ( in unity
pluguin ), you should be find in ubuntu software center, the color is a
concius design choice, you can agree or disagree but it's not a bug,
