Public bug reported:

I upgraded from 11.04 to 11.10 1 week back, since then i have been
taking updates almost daily. Quite recently (5 days back) after starting
the system I get 'system program problem detected' window. If I press
'cancel' a new one comes up. This goes on forever. If I press 'report
problem', a new window comes prompting for password and after that this
window comes up again. This also goes on forever.
