The very last line on https://wiki.ubuntu.com/Unity/LauncherAPI says:
Capitalisation: In quicklists the first letter of each line should be
capitalised e.g. Keep in launcher. Names should also be capitalised,
e.g. Open Office.. And I can see that this line was indeed added by
John Lea.
Applying
I understand that actual rules exist for this, the fact remains that having
1 letter out of all the default launchers not capitalized, in my opinion,
seems like an oversight, and more or less makes the new Dash button look
like an afterthought that was hastily tacked on and forgotten. Could

Inconsistency in
Just my non UX designer mind. Google Chrome is application name in all,
Dash is the name 'home' is its location so this doesn't seem like a bug
to me.

It would still seem like an inconsistency. If home is the location and
therefore not worthy of a capital H, then folder in Home Folder
shouldn't be capitalized either, with folder being the location. But, I
would think that wanting to create a smooth and consistent looking UI you
would want
