I think this had something to do with border calculation for xterm
windows, which have been fixed. I don't see this behavior anymore.

Did you upgrade from a previous version of Ubuntu to 11.10?
I also found that the Launcher would not show when I'm running things
like Firefox and Thunderbird, which run full screen. I seem to have
fixed the problem like this:
(1) Install the compiz settings manager (as root) from a terminal:
ap
If I move the window one pixel to the right, the Launcher bar shows.
