I can confirm this as well. THe version form the Azureus website has the
Plugin Installation Wizard whereas the version in the Gutsy repo does
not.

There is no Installation Wizard in the Plugins menu.

I can confirm this.
There is nothing about not having the plugin-install-wizzard in the
changelogs - the Feature should be included since 2.2.0.?.
Installing shared-plugins is possible only with the latest release
(2.5.0.4).
