I noticed xfce4-mcs-plugins 4.4.0-0ubuntu3 is uploaded, but it has not
reached the archive till now. I cannot find xfwm4 uploaded.

I just patched xfwm4 and xfce4-mcs-plugins 4.4.0-0ubuntu1 by revision
24971 and 24969 respectively. It works very well.

yes, if upstream does not backport those changes to the 4.4 trunk we may
still apply them in feisty. Have you tried this feature from svn? We
are more likely to add patches from upstream svn if they are tested and
found really useful.
