I managed to find this reference to it in /usr/share/doc/tar/NEWS.gz.
There doesn't appear to be any way to request the old behaviour. Since
this is the case since 2006-02-19, I think the chances of it being
reverted now aren't good.
** The -v option now prints time stamps only to 1-minute
