Can you please provide more information? At the very least, we'll need
vsftp's configuration and the contents of /etc/pam.d/common-session,
/etc/pam.d/vsftp and relavent logs.
Off hand, my guess is that you need to put the following in /etc/pam.d/vsftp:
session required
