Thank you for taking the time to report this bug and helping to make Ubuntu
better. However, I am closing it because the bug is Invalid in the latest
development version of Ubuntu - Oneiric Ocelot, where wallch appears when
searching for it in software-center, and can be reviewed.

Here is an attachment of the Screenshot of the Ubuntu Software Center
that shows although Wallch is installed (because the only option is
"Uninstall"), it states "You need to install the program to review it".
