This appears to work as of today in Precise. indicator-session pulled in
libpackagekit-glib2-14. Should gnome-control-center also build-depend on
libpackagekit-glib2-dev then?

That's not really a bug, the button is inactive because it doesn't work
with the ubuntu packaging tools, it should perhaps be hidden rather than
be unactivated. The label is describe what the button does when it's
active

This might be related to the warning from the console: Error getting PackageKit
transaction ID: GDBus.Error:org.freedesktop.DBus.Error.ServiceUnknown: The name
org.freedesktop.PackageKit was not provided by any .service files. The checking
for updates button should be removed in an ubuntu patch
