It's established practice in user-setup to add system usernames even if
they're only used by a single package, and I think it makes sense to do
so.

I am not sure that user names that exist in some package should be
really forbidden. Restricted usernames seem to consist of well-known
system service usernames.

user-setup allows mythtv to be chosen for a username
Currently, the mythtv username is used for launching the backend process.
I'm not sure if that defines system service in the sense you are thinking,
but I thought it makes sense at least.
