Public bug reported:

Transmission should simply pause a torrent when a mount is unavailable,
and not force a re-check when resumed.

If I forget to make a manual mount, start Transmission and then connect
the mount, Transmission forces a re-check.  On large torrents this can
take a very long time.  Transmission should not do this automatically,
or at least have an option to disable this.
