Before reporting to bugzilla I completely removed Libreoffice then
reinstalled the lot
This still gave the same fault
So I filed the bug and it received the number 41394

Attached is a copy of file ougoings, and a screen shot of problem
With file outgoings open, switch to chart on sheet2.
Doubleclick chart so as to modify.
Click format and the screenshot is the result.
