Public bug reported: If gnome-control-center is open on a workspace, and is needed on another workspace (e.g. sound preferences), the focus jumps to the other workspace into the gnome-control-center. BUT: Only if there is no application open on the workspace where the operation is started.
So it looks as if the operation (e.g. Sound settings) has no effect.
