Public bug reported:

I have unchecked the box "Show menubar by default in new terminals" in
Profile Preferences, but new terminals are always created with the
menubar.  I then have to select "View->Show Menubar" twice to hide the
menubar.  This is a regression from prior versions of ubuntu.
