Public bug reported:

When you see an authentication dialog from some applications like the
software-center or update-manager the authentication dialog header
string ignores the LC_MESSAGES variables and displays the string using
the current locale as set in language support (LANG environment variable
if I'm not mistaken) even when you have the language for menus and
windows set to a different language (LC_MESSAGES environment variable).

I'm also seeing this behavior with the string "Receiving" when
installing packages from any program. It displays in the language set
for my locale instead of the language set for menus and windows.

By authentication dialog I mean the one other then gksudo which I think
comes from policykit.
