I've checked the Beta release CD and the keyboard layouts seem to work
there, so it was probably some update-junk issue.

Let's see if we can narrow this down a bit more. Do the keys not work
in Ubuntu Feisty either? What's the output of `locale`? What's the
output of `setxkbmap -print`?

Yes, both Dapper and Edgy used those keys without any trouble. Feisty
has also used them well until the recent upgrade. No, the layout
switching in KDE (or choosing any variant) has not helped in any way -
the problematic keys are still not working.

I think this has to do with a setting in KMenu-System
Settings-Regional Language-Keyboard Layout. Try adding another
layout with the international (intl) variant selected. If using that
layout causes these keys to work as you expect them to, which is a
feature known as dead keys, then I'm
