Had same problem burning a DVD with Brasero from files downloaded from a
Picasa Web Ablum (which seems to like filenames containg '%').
The only solution was to rename the files before burning.
Seems like Brasero does not like file names containing '%'.

I notice this is still unanswered. I still think its a bug - a lot of fiddling
about seems to indicate that Brasero refuses to burn filenames which include
"%20". This may be a superficial conclusion & I can't be bothered to see if its
