Public bug reported:

I just installed indicator-weather from software center. However after
doing so I was unsure how to start it. I searched in the dash for the
weather applet but nothing was there. I clicked on empty space in the
panel but nothing happened. I had to log out and in again in order for
it to work, but that wasn't intuitive.

The applet should go into the panel as soon as the program is installed,
or software-center should explain that a logout/login is required before
it works.
