Public bug reported: When launching a Terminal with the default Ctrl+Alt+T shortcut, an icon for that newly-launched terminal appears in the Launcher, even though I have "Keep in launcher" selected for Terminal. Removing the pinned Terminal entry and re-selecting "Keep in launcher" for the new terminal launched by the shortcut does not rectify the problem. In this case, the Terminal icon becomes unresponsive (can launch one Terminal, but never becomes "active", and can't launch any successive Terminals) and reverts to the prior behavior after logging back in.
