A new Xfce panel (4.10) will have three panel orientations (modes):
- horizontal
- vertical (same as the existing one)
- deskbar (vertical panel with plugins laid out horizontally).
The "deskbar mode" is what you are looking for in this case.

right). There is an option in to configure panel in vertical
orientation. I like it. But the developers did't test this option well
and the layout is not usable:
