Public bug reported: One of the user accounts on my system uses GNOME classic and the upgrade from Natty to Oneiric caused that user's custom panel launcher icons to be lost. There were two custom launcher icons in the top panel before the upgrade which the user used as shortcuts for some common tasks. After upgrading (and reinstalling the classic gnome packages that the upgrade removed), there were no launcher icons at all in the panel anymore. I had to look up where the .desktop files used to be stored (.gnome2/panel2.d/default/launchers/), move them to ~/Desktop, and then drag them from the desktop to the top panel.
Ironically, Unity handled the situation better; it found the original .desktop files and presented them as pinned applications in the launcher. (But this user does not use Unity.) The new gnome-panel in Oneiric ought to retain support for the old launcher location.
