I think this is at least fixed in Ubuntu 12.10; I can't remember if this
has been backported to Ubuntu 12.04 or not.
System Settings is pretty usable with the High Contrast theme now.

describe but I guess having a selection effect on mouseover there would
help to notice what item is selected
