Okay, so it is a problem of Unity. I'll transform it into an Opinion then: I think the Settings should be reachable within all desktop sessions that make use of Unity and the indicator. Not just Ubuntu but also e.g. Cairo. Calling: $ gnome-control-center indicator-datetime manually, does not
