Public bug reported: On my system (kubuntu feisty fawn, herd 4), everytime i start kubuntu the numlock LED on my keyboard gets turned on, but still, i can't use the numpad to enter numbers. After pressing the numlock key, the LED turns off, pressing it another time turns it on again, and makes the numpad behave properly. I don't know which information is relevant, so please let me know if you need some more info. I have fully updated my system using aptitude, and my keyboard is connected through usb.
