The KDE debconf dialogs are not being displayed because of the missing
dependency.
Simply adding liblist-moreutils-perl to the libdebconf-kde0 package
would solve the problem (since it appears that only kde debconf requires
those files).

LibDebconf-KDE is a C++ library used by Apper and Muon to display Debconf
dialogs. It also is used to make PackageKit tools display KDE debconf dialogs.
The thing you're talking about looks like the old Perl-based Debconf-Qt
implementation, which is AFAIK not compl
