Public bug reported:

Using Ubuntu 10.10 and update-manager version 0.142.23 (Package version
1:0.142.23).

Steps to reproduce:
*) Have update-manager prompt you to update some packages (by default all 
packages are selected for update)
*) Deselect some packages for update (uncheck the checkbox to the left of the 
package)
*) Click on the "Check" button (alt-k shortcut key)

What happened:
After the update check is completed, packages which were deselected (unchecked) 
are now selected again (checked).

What was expected to happen:
After the update check is completed, packages which were deselected remain 
deselected. Packages depending on the packages which were deselected are also 
deselected if their dependencies cannot be met while keeping the user's update 
opt-out.
