I have the opposite problem. My brother had been using Programmer's
Dvorak on my system. I did an update, and now lightdm is stuck in
Dvorak -- I can't go back to Qwerty because it doesn't show up in the
language list at the top of the screen. However, for other accounts, it
uses Qwerty and Dvor
I experienced the same thing. See my bug report #937741.

I can report two cases :
- On French-Canadian Precise amd64 fully updated, keyboard layout is
always wrong, but OK once logged in.
- On freshly installed (01-23-2012) Oneiric amd 64 fully updated, system
works nicely, but once I install 3.2.0-10-generic from xorg-edgers-ppa
then the kayboard layo
this happened to me after updating the unity-greeter have to manually set
keyboard lang as it defaults to english,
it also doesn't show the login options, just logs you back into your last
session! ie: no ubuntu, unity, gnome , gnome fallback etc

Yes, it worked correctly before the last reboot (about 2 days ago). Not
sure what all was updated, but I updated everything that was available
for update. I'm running Precise, so lots of packages.
