There was a commit upstream[1] to fix this a few months ago. It's quite
simple, so maybe we could pull it into Ubuntu. If so, how?

I can confirm this bug with a fresh install of Ubuntu 11.10.
If I unplug my laptop from the AC adapter, the display will dim from
%100 to %80. After 20 seconds of no user input, the display will
brighten up to %100, rinse and repeat.

Chris, your experience does not sound like this bug at all.
Additionally, Ubuntu does not use xfce4-power-manager by default. You
should file a different bug.
