I'm having the same problem in Precise Alpha on my laptop, only update-
manager doesn't work either. apt-get is the only way to install/update
anything on the system.

I am having the same problem on my Precise Alpha 1 install.
How to reproduce:
1) Launch Ubuntu Software Center from panel
2) Type name of package.
3) Click intsall (does nothing)
4) Click More Info, then Install (does nothing)
Note:
apt-get install works fine
update-manager works fine

I appears to be similar to another reported bug, but I have the same
issue. Clicking 'Install' does nothing.
I generally use Synaptic to update and install/uninstall, but as an
Alpha tester, it's worth reporting. Synaptic is working normally. The
same issue applies to update-manager, so they are l
