I think this behavior is consistent with the design guidelines. The
special cases of notifications created with the pointer at close range
are to still allow them to be readable, and avoid blocking the
notification stack until the user moves his mouse again.

I'm not exactly sure what I'm supposed to see, so here's what I get with
an up-to-date system:
* When the notification is created near the pointer, I can move the pointer
above the notification without any fade-out; the notification will stay
on-screen until I move the pointer away for a while (
Hey Hernando, I can't reproduce that with a fully updated system.
Besides the notification should not disappear, it should fade away but
stay there and be frozen. Which is still what I observe here. Are you
sure of the bug?
