Can someone tell me how I can switch to cyrillic/russian correctly so I
can try to reproduce this?

Open System Settings than click on Language Support. Next up click on
Install/Remove languages ... and install Russian.
After you've done that reboot your system, again navigate to language support
and apply Russian as system-wide language.
Than reboot again and you're done.
