Hi, i solve this bug in my Linux Mint Lisa 12, just remove modemmanager from
the terminal using sudo apt-get remove modemmanager and restart the system,
just wait and login to your system, next enter to software center and type in
search "modemmanager" and install it, by the way restart and see

Same problem here. (Using Oneiric, 64 bit.)
Actually the 3G modem is SWITCHED OFF by a HW switch.
(If it is necessary I could check if this problem also happens if the HW swith
is ON.)
