For me this problem was caused by /tmp being mounted as noexec.

the same problem for me.
i have both precise.tar.gz and precise.tar.gz.gpg downloaded in to /tmp
/update-mange-.
authentication fails even if i run it manually:
honnix@honnix:/tmp/update-manager-RWxJ3G$ gpg precise.tar.gz.gpg
Detached signature.
Please enter name of data file:
problem is gone after i switch to us repository. anyway i still doubt it
is a problem.

Are you using a proxy server of some sort that would affect the
downloading of precise.tar.gz? You should be able to find that file in
/tmp/update-manager-w6dStv or if its not there in a folder named
similarly if you start the process again. I'd check the size and md5sum
of the file to ensure it
