I have also experienced this on my home computer with Precise installed,
however I can't reproduce here to take a screenshot on Oneiric, so it looks
like a regression. I will try to post a screenshot later today.

Does the " gnome iconset as fallback " produce High Contrast icons as
"Default"?
If the answer to that is "No, the issue is a basic failure of
disability accessibility.
Fall back to low vis or low contrast is a Fail
If the high contrast icon theme doesn't have an icon, it uses the gnome
iconset as fallback so this bug shouldn't be happening. I can't
duplicate it as the camera icon next to "Grab the whole desktop" in
gnome-screenshot works with High Contrast here.
