The only possible way this could happen is that the video card is not being reset during a reboot so when X starts it shows the old contents of the FB. I don't believe this is a lightdm or unity-greeter issue. Those programs have no visibility to what is on your desktop when you restart. Moving b

I managed to get a screenshot of this bug. This image was taking on startup. The log out dialogue, totem, and the printer queue (in the launcher) should not be visible. When I took the screnshot, the "take screenshot" window didn't show up for a few seconds (until the shutdown image had disappeare
