Public bug reported:

Binary package hint: update-manager

Upgrading from 6.10 using 'sudo update-manger -c -d' failed with
complaints about apache2. The error message said the machine was left
in an unknown/unstable state.

I then ran synaptic and saw the five apache2 packages were broken. I
completely removed them then tried to run 'update-manager -c -d' again.
It reported it was going to download a large number of packages and
upgrade to 6.10, my original starting place.

/etc/lsb-release still lists edgy as the release.

I have not yet rebooted the machine as I don't know what will happen.
The interesting logs from /var/log/dist-updates will be attached.

The machine is a Powerbook G4 (titanium).
