Yes, it seems to be the same problem, it happens sometimes on my xubuntu
box, I will mark this as duplicate.

Yes. I just tried it again on an Athlon XP1600 system with a SiS741GX
chipset. Always fails on start. Works if I open a terminal and launch
xfce4-panel or restart X. This may be a duplicate of Bug #53987

Still fails in the beta. I can see blank panels momentarily but then
they disappear prior to the desktop icons being displayed. I am running
at 800x600 but I don't think it's related to the desktop resolution. I
would like to change it but X doesn't seem to communicate to any monitor
