Public bug reported:

Default behaviour of unity-2d launcher consists of disabled auto-hiding 
ability. When I install ubuntu this behaviour is not respected and the launcher 
is not always visible.
After seeing that, if I go to the appearance panel into the gnome system 
settings I see that the behaviour is reported correctly (the option is set 
correctly). At that time it stops auto-hiding and stays always on top, without 
changing any configuration.
