I'm afraid we don't intend to fix this. Firstly, it would be a
significantly slower and less convenient installation; we'd rather that
people could install quickly and then upgrade after install (when they
can use their computer for something else at the same time). Secondly,
encouraging everyone

I have a personal reason, there is so many people that don't have a good
internet connection to download latest version. So shipit.ubuntu.com
