Same problem for me but I must add an information :
French help is installed and is available in the 'Content' tab of the
help. You'll find everything.
BUT, in the Index ou the search tab, you can see only the english items. The
search can only found english results.
It looks like if the french
Workaround (allready noted by several people ) :
If you uninstall the help package in english (libreoffice-help-en-us), you will
find that the help in your own langage is fully available.

I can confirm the same problem. If libreoffice-help-en-us is installed
localized help is not displayed.

Does the workaround from

I have tried to set en_NZ and en_GB before plain English, but this had
no effect on the help language.

This needs to be done in Language Support in Ubuntu, not in Libre
Office. Which did you try?
